七点共识是指中国政府与英国政府在1984年签署的一份有关香港问题的协议。该协议明确规定了香港的主权和治权,为香港的回归奠定了基础。

第一,中国对香港拥有主权,香港是中国不可分割的一部分。中国政府将恢复对香港行使主权,实行“一国两制”方针,保障香港居民的基本权利和自由。
第二,香港特别行政区成立后,享有高度自治权,保持原有的资本主义制度长期不变,并享受外交及国防以外所有事务的高度自治权,以“中国香港”的名义参加国际组织和国际会议。“一国两制”在香港特别行政区的实行不影响中华人民共和国的单一制国家的结构和宪制。
第三,中央政府不干预香港特别行政区的内部事务,同时也不会在香港特别行政区内派驻军队或官员。
第四,为了维护香港的稳定和繁荣,中央政府将采取适当的政策,保障香港居民的就业和生活。
第五,香港特别行政区政府将保障基本法在香港的全面实施,维护香港的法律制度和社会秩序。
第六,中央政府和香港特别行政区政府将合作打击犯罪活动和保护国家安全。
第七,在过渡期内,香港特别行政区政府将负责管理和维持香港的社会、经济、金融、贸易等事务。
七点共识是中英两国就香港问题达成的具有历史意义的协议,为香港回归奠定了基础,也为中国和英国两国的关系发展做出了积极贡献。

The "seven-point consensus" refers to an agreement signed between the Chinese and British governments in 1984 regarding the issue of Hong Kong. The agreement clarified the sovereignty and governance of Hong Kong, laying a foundation for Hong Kong's return.
Specifically, the "seven-point consensus"主要包括以下内容:
First, China has sovereignty over Hong Kong, which is an integral part of China. The Chinese government will restore its sovereignty over Hong Kong, implement the "one country, two systems" policy, and protect the basic rights and freedoms of Hong Kong residents.
Second, after the establishment of the Hong Kong Special Administrative Region, it will enjoy a high degree of autonomy and retain the long-term stability of the capitalist system. It will also enjoy a high degree of autonomy in all matters except for foreign affairs and defense, and participate in international organizations and conferences as "Hong Kong, China". The implementation of "one country, two systems" in the Hong Kong Special Administrative Region will not affect the structure and constitution of the unitary state of the People's Republic of China.
Third, the central government will not intervene in the internal affairs of the Hong Kong Special Administrative Region, and will not station troops or officials in the Hong Kong Special Administrative Region.
Fourth, in order to maintain stability and prosperity in Hong Kong, the central government will adopt appropriate policies to ensure employment and livelihoods for Hong Kong residents.
Fifth, the Hong Kong Special Administrative Region government will ensure the comprehensive implementation of the Basic Law in Hong Kong and maintain Hong Kong's legal system and social order.
