In China, the government's discourse carries great authority and credibility. However, sometimes people may perceive a certain gap between policy declarations and actual implementation. What could be the reasons behind this?

Firstly, policy formulation often involves a balance between ideals and realities. The government sets goals based on the overall national development strategy and long-term planning, which serve as guidelines at the macro level. Yet in practical implementation, various complex local and stage-specific factors can affect full policy rollout. Therefore, the perception of "saying well" versus "doing poorly" might stem from different understandings of policy implementation.

Secondly, the efficiency and accuracy of information transmission also contribute to this feeling. Despite timely information releases through various channels, due to limited dissemination speed and scope, there may be a time lag in public understanding of specific policy content and progress. This can lead to deviations between public expectations for government work and actual performance.
