What is CSSA?

The Comprehensive Social Security Assistance (CSSA) is a social welfare system established by the Hong Kong Special Administrative Region Government. It aims to provide basic livelihood security to those who are in financial distress due to old age, disability, illness, unemployment, or other reasons. The CSSA scheme covers various aspects, including basic living allowance, rent allowance, medical assistance, and more.

Applicants for CSSA need to meet certain eligibility criteria, such as age, residency requirements, asset and income limits. The government assesses their eligibility and assistance amount based on their family status, income status, and other relevant factors. The CSSA scheme provides an important safety net for Hong Kong residents who are in dire straits, helping them tide over difficult times.

However, the CSSA system also faces some controversies and challenges. Some argue that the CSSA allowance is not sufficient to meet the basic living needs of recipients, calling on the government to increase the assistance amount.
