Why Did the Ministry of Railways Once Have Its Own Public Security, Procuratorate, and Court?
The Ministry of Railways, as the former core department for railway transportation management, was not only responsible for the construction, operation, and management of railways within its jurisdiction but also once had its own public security, procuratorate, and court. This special institutional setup had its unique historical background and reasons.
In the early stages of China's railway development, due to the relatively closed nature of the railway system, its extensive scope of business, and its frequent crossings of multiple regions, there were certain difficulties in enforcing the law when dealing with criminal offenses related to railways. To better maintain railway order and safety and ensure the smooth operation of railway transportation, the Ministry of Railways established its own public security, procuratorate, and court to specifically handle legal affairs related to railways.
